Brys investigates how many people have gone missing in Letheras in the last year. He finds that 6921 have officially been reported as missing, and an estimated 3460.5 more. The investigation of these missing people has been contracted to the Rat Catchers' Guild.

Shurq Elalle and Harlest Eberict have taken up residence in an ancient tomb beneath Letheras. The sarcophagus in the tomb is empty, but they sense that someone used to inhabit it. Bugg checks in on them. Shurq asks about the origin of the tomb. Bugg explains that the writings on the door are Forkrul Assail wards, and that the tomb was created for the Jaghut. The wards are designed to keep the T'lan Imass out. Shurq is shocked that Bugg knows things that even the best scholars of Letheras don't know.

Bugg makes an appointment at the Rat Catchers' Guild for Tehol. Tehol wants to make a contract with the Guild. Bugg is able to determine that the secretary of the Guild is an illusion. The secretary says that no one has been able to figure that out in decades. Bugg is clearly a knowledgeable and skilled sorceror.

Brys meets with Kuru Qan at the Cedance, where the giant tiles of the Holds are found. The latest reading is very disturbing and Kuru Qan cannot understand it. The Dolmen tile has been usurped, showing a figure chained to it. He also sees that the Azath Heartstone has died. Kuru Qan asks Brys to go to the Azath square tower in the city where he should look for broken ground, but to be careful because those who were imprisoned there are not dead. Also, he has not been able to contact the delegation. Once they entered the Hiroth village, the Edur spirits blocked all contact Kuru Qan had with them.

Bugg goes to a quarry where a cave was discovered and opened. Three workers and a necromancer were pulled in and killed by whatever is inside. While looking into the cave, the air becomes frosty and a Jaghut stands beside him. She surrounds that cave in ice, breaking away the rock and allowing Bugg to see that it is a Khalibaral demon.

Brys meets Kettle at the Azath tower. She says that the "good one" wants to talk to him. He allows the imprisoned being to communicate with him, and he is taken to a time and place in the distant past. He observes a god being pulled within a ball of lightning down to the earth. He sees a great city belonging to an unknown civilazation. He is told that the cadre of wizards who did this to the god do not survive, and that the civilization is wiped out. However, the god is always in pain and seeks only to cause pain to all others, and has been succeeding, even to the present time. He tells Brys not to trust his leaders, but to seek another way where there is hope. The imprisoned man asks that Brys bring him two swords for when he is freed from the Azath tower.

Tehol and Bugg meet with the Rat Catchers' Guild. The council room and council members are covered in rats, who they say have made a vow to Guild. Tehol proposes a contract to them, asking them to take every tribal refugee from Letheras to some islands, to tell Tehol of their investigation of all missing people, and to protect Tehol. In exchange, he will pay the Guild a large sum of money. The Guild become aware of what he is doing, and that he can cause another crash of the Merchant Tolls. Bugg informs Tehol that only three of the council members are real (Ormly, Bubyrd, and Rucket), with all others being illusions.

Brys tells Kuru Qan about much of the experience. To acquire two swords, Kuru Qan reveals his secret underground collection of weapons. He chooses two old Letherii blades in the old Blue Style. All weapons in the collection are cursed in some way. One blade is named Glory Goat, which makes a loud sound like a goat when it strikes something and can repair itself. The other blade chosen is named Sarat Wept, which will shatter when its wielder dies. Brys neglects to mention that the girl at the Azath tower, Kettle, is undead. This is an important point that would have influenced Kuru Qan's assessment of the situation.
