Binadas Sengar joins the Letherii merchant Buruk the Pale and his caravan, including Seren Pedac and Hull Beddict. He gives them news of the seal hunt that Letherii ships conducted in Edur territory. Seren surmises that the Letherii men aboard the boats were the "Indebted", and that they willingly went to their deaths in order to clear their families of debt. Also, she guesses that this war will be about acquiring the secrets of the Blackwood from the Edur. With Blackwood, ships can be built that repair themselves.

Brys Beddict joins Finadd Gerun Eberict at "The Drownings", where criminals who cannot pay their fines must carry coins on their back equal to the fines and cross a river. Most criminals drown in the attempt. The Letherii bet how long the criminals will survive. They are betting on a criminal, Ublala Pung, who is part Tarthenal (an enslaved race). Ublala walks along the bottom of the canal and makes it to the other side, thanks to his four lungs. Gerun wins the bet.
A new company has been registered in Bugg's name, and unlicensed builders have been hired to work in this company. Tehol Beddict tells Shand to hire Ublala as a body guard for the three women. He insists that Shand buy clothes for Ublala, but she would rather leave him naked.

Gerun informs Brys that his brother Tehol has been busy. Brys believes that Tehol is bankrupt and doing nothing with his life. However, Gerun says that he has found out that Tehol has been investing in property, investments, and transportation. He also says that he believes that Tehol wanted his previous business partners to die when the Tolls collapsed, a collapse that Tehol engineered. Also, Gerun confirms that he is going to be at the Great Meeting.

Also, Buruk is following orders from the Queen and Prince, not the King. They would like the Prince's bodyguard, Moroch Nevath, to be killed by Gerun.

Tehol meets with Shurq Elalle on his rooftop. He hires her to steal all of Gerun Eberict's money. As payment, Shurq wants to appear and feel more alive. She wants to smell better, have nicer skin, and be able to enjoy sex. Also, she wants to find out who cursed a young girl to be undead in the same manner that Shurq was cursed.

Brys meets with Tehol at Tehol's house. He explains that he knows that Tehol is secretly up to something. He also says that he is afraid that Hull is going to get himself killed. Tehol explains that Hull has fallen in love with Seren Pedac, and that she will protect him from whatever may happen. Tehol believes that Gerun had someone follow Brys, so tells Brys to leave using a secret tunnel.

The undead girl, Kettle, killed the spy who followed Brys. She dragged the body back to an Azath tower in a forbidden part of Letheras. The ground at the tower consumes bodies, and Kettle has been killing many people and feeding them to the Azath tower. Shurq meets the girl there. Kettle explains that the tower is dying, and if it does die, then those who are help prisoner will escape. Shurq says that she will tell Kettle who to kill from now on.
